Governor Bruce Rauner is urging Illinois legislatures to pass a supplemental spending bill to help some departments survive the rest of the fiscal year.  The bill would need to grant$1.1 billion more in spending to help cover “unappropriated liabilities.” 85 percent of the funding would be used for the Department of Corrections and Medicaid.
