The man who drove a truck through a crowd killing eight in New York City Tuesday was arrested in Missouri in 2016. In 2015, Sayfullo Habibullaevic Saipov was fined by Missouri State Highway Patrol in Platte County for failure to maintain a required brake system.  Saipov didn’t pay the fine. He drove throught the state again and was arrested in St. Charles County in 2016. He posted $200 bond and plead guilty to his crimes and paid the fines and court costs in cash. He didn’t appear for his court date in November of 2016. Saipov has addresses in Tampa Bay, Florida, and New Jersey. There is no word on why he was traveling through Missouri. He is claiming he planned his attacked in the name of ISIS.
