Rauner puts National Guardsmen on stand-by for Puerto Rico relief

Illinois governor Bruce Rauner says more than 500 National Guardsmen are ready to be deployed to Puerto Rico. The 550 guardsmen are on stand-by in case their help is needed. Rauner sent notice to Puerto Rican leaders that troops and the state of Illinois were ready to aid in relief efforts. He cannot send aid without official request.
